"This project was exceptional in the sense that the space available for us was small and cramped. At the same time, there were also other operators in the tunnel. The project took careful planning and coordination of schedules," says Henri Jokitalo, JIITEE Työt site manager, who has 20 years of experience in the industry.
The renovation of the shelter was subcontracted by VM Suomalainen. As part of the project, the existing civil defense shelter was extended and, in addition to excavation, the work encompassed reinforcement works such as bolting and shotcreting, and compaction work, including injection and drainage.
"After the excavation, we installed rock bolts, or the rock anchoring, for the structures to be built," Jokitalo explains. As this was a renovation project, the existing structures and their protection had to be considered at all stages to avoid unnecessary damage.

The renovated shelter is located in an urban environment in a densely populated area dominated by apartment blocks, which meant that environmental factors had to be considered carefully when scheduling the work phases. JIITEE Työt has extensive experience of projects in different environments and their site-specific requirements. Working in the middle of a busy residential area was a familiar situation, and the project was carried out in accordance with environmental requirements.
"Because the worksite was located near a residential area, strict restrictions were imposed on noise and vibration, which was taken into account in the execution of the project," says Jokitalo. "Schedules were designed to ensure that the work did not cause any additional inconvenience to nearby residents." In addition to the prevention of harm caused by noise and vibration, safety issues are central when work is carried out near a residential area. In blasting, close attention was paid to environmental safety throughout the excavation phase.
In the plan, the confined space in the shelter tunnel was also taken into account to accommodate the necessary equipment, especially as other operators were working in the same tunnel as JIITEE Työt. Coordination with the various parties involved in the different phases of the project was key to ensuring that each party was able to carry out its work within the schedule. Safety factors also had to be carefully assessed, which always plays an important role in the execution of contracts for JIITEE Työt.
"The JIITEE staff carried out their work in a professional and flexible manner. We had four people involved in the excavation work, and a total of ten professionals were involved in the different stages of the projects," notes Jokitalo. Our staff with their with broad expertise and our comprehensive fleet of equipment ensure that projects can be carried out efficiently and effortlessly for all parties involved.
The know-how and confidence afforded by extensive experience was also an advantage in this project, and the work progressed as planned from one stage to the next. All in all, the excavation and reinforcement work took four months, and JIITEE Työt completed the project on schedule.
Open communication is an important part of a successful project, and this was no exception. Jokitalo emphasizes the seamless collaboration between the parties: "We actively communicated with the client and also with the developer, and our collaboration was seamless.”
